The LTEA works closely with a number of government bodies and organisations that supports its efforts to build the industry in the country. Multi-Fibre Arrangement Forum Lesotho stakeholders are active participants in the MFA Forum, an international network of brands and retailers, non-government organisations, trade unions, donors and multilateral institutions. The forum has played a vital role in bringing an international focus to the country. Website: www.mfa-forum.net ComMark Trust The ComMark Trust is a non-profit, Southern African pro-poor regional development organisation. Its core business is to alleviate poverty by increasing the participation and returns of economically poor communities through agribusiness, manufacturing and services sector activities. Over the past few years the DFID-supported ComMark Trust has provided capacity building and technical assistance to key stakeholders such as the Lesotho National Development Corporation and the LTEA as well as co-financed training to improve factory efficiencies. Website: www.commark.org Lesotho National Development Corporation The Lesotho National Development Corporation is a development finance institution and investment promotion agency which aims to facilitate private sector development and investment into Lesotho. Website: www.lndc.org.ls Ministry of Trade and Industry, Co-operatives and Marketing The Ministry of Trade and Industry, Co-operatives and Marketing is the national government department responsible for the development and management of Lesotho's industrial and trade policies. The Minister of Trade and Industry chairs the Inter-Ministerial Task Team on Attracting and Maintaining Foreign Direct Investment in Lesotho's Textiles and Apparel Industry, which addresses a range of issues related to Lesotho's textile and apparel industry. Ministry of Employment and Labour The Ministry of Employment and Labour is the government Ministry responsible for formulating and implementing labour market policies. The Ministry has an inspectorate that is responsible for ensuring compliance with the country's labour laws; the Ministry is also responsible for issuing work permits. African Cotton and Textiles Industries Federation The African Cotton and Textiles Industries Federation (ACTIF) is a regional trade body formed in June 2005 by the cotton, textile and apparel sectors from across sub-Saharan Africa, to create a unified and recognized voice in both regional and global trade affairs. Website: www.thewhitakergroup.us Trade Unions There are five trade unions active in the textile and apparel sector in Lesotho, the two largest unions being the Factory Workers Union (FAWU) and Lesotho Clothing and Allied Workers Union (LECAWU). Relationships with the trade unions are becoming increasingly mature over recent years, with collective bargaining taking place on issues such as minimum wages.
